Section 1. All practicing shall be done on the designated practice areas and practice greens only. Said facilities are to be used only by members with golf privileges and their families or those who have paid the range fees established for non-golf memberships.
Section 2. Golf cart privileges are granted to members and their guests subject to their assumption of full responsibility for the
operation and use of the golf cart. Carts will be available on a first come, first served basis unless for health reasons a member has
obtained a health certificate. Golf carts shall be limited to the
accommodations of not more than three (3) persons and not more than three (3) golf bags provided that one of the persons in the cart is a child aged 13 or younger. No person under sixteen (16) years of age shall be permitted to operate a golf cart.
Any use of a golf cart requires prior registration in the Golf Shop.
The member is personally responsible for any damage done to a golf cart or other property or personal injury caused to any person as the result of the operation of a golf cart by the member or the member's guest.
Any person seven (7) years of age or older will be charged the normal (per person) golf cart fee.
Section 3. Cart Rental Rates are established by the Board of
Governors.
Section 4. Panther Creek Country Club is allowing individuals to own and operate electric private golf carts approved by the Club. All privately-owned golf carts must be factory model carts with headlights, taillights, brake lights and a roof. All privately-owned golf carts must be registered with the Golf Shop, must be inspected annually, and the owner must provide proof of insurance. The golf carts must be electric, four (4) wheel carts. The golf carts must be in good working and physical condition. Owners of private carts will pay in March of each year a trail fee equal to forty times the eighteen-hole cart rental rate. In addition, anyone utilizing a private cart that is not the owner of said cart will pay the standard cart rate. Any person driving a private cart on Club property must be at least 16 years of age. If there are any violations of cart usage, appropriate disciplinary action will be taken according to the following:
The member will be notified for a first offense or violation.
The member will not be permitted to use his/her cart on Club property for 30 days for a second offense or violation.
The member will not be permitted to use his/her cart on Club property for the remainder of the year for a third
offense or violation.
Section 5. All golfers must start at the first tee unless specifically authorized to do otherwise by the head golf professional.
Section 6. Fivesomes are not permitted at any time without the
permission of the head golf professional.
Section 7. Each group must keep up with the preceding group in order not to delay others.
Section 8. Medical Flag – On days when golf carts are restricted to the cart paths, the Head Golf Professional may issue medical flags to eligible members based on course conditions. To be eligible for a medical flag the member must have on file a statement from their physician that indicates the member is not able to walk the distances required.
Section 9. Club storage and cleaning for the entire season is
provided for a fee set by the Board of Governors and payable in March.
Section 10. Panther Creek Country Club and the Golf Course
Superintendent or his designated representative shall make the final decision as to whether the course, or any portion, will be closed due to hazardous or inappropriate playing conditions and/or when carts will not be permitted or their area of operation limited. All golfers are required to immediately stop golfing when the lightening siren sounds.
Driving on the turf closer than forty (40) feet from a tee or green, or causing damage to the golf course with a golf cart, will result in a grievance being filed against the member. Repeated violations will subject a member to the loss of further golf privileges.
Golf carts will remain on cart paths or in the rough on all holes when the appropriate signage is posted on #1 and #10 tees.
Section 11. Cart paths are restricted to the use of golf carts only. All vehicles or other modes of transportation are prohibited on the cart paths and golf course. Due to obvious danger during play, non-players (joggers, walkers, etc.) are not permitted on the course or paths during the hours the golf course is open for play.
Section 12. To ensure proper attire on the golf course and practice areas, Panther Creek Country Club has adopted a Dress Code as
follows:
1. Bathing suits, gym or jogging shorts are not considered acceptable.
Jagged or ribbed sole sport shoes may not be worn on the course or on the practice area.
Golf shoes with soft spikes may be worn in the Golf Shop, the locker rooms and lounges and in the informal
dining area. All other areas of the Clubhouse are restricted to non-spiked shoes.
Shirts for men must have sleeves and collars and must be worn at all times on the golf course and practice area.
5. Walking shorts (hemmed) with an out seam of at least
sixteen inches are acceptable golf attire.
6. Halter or tank tops are considered improper attire for ladies.
7. Denim attire of any color, such as but not limited to jeans pants, skirts, dresses, shirts or shorts, are not considered acceptable golf course attire.
Members are responsible for the observance of these rules by their guests. The Golf Shop and golf operations staff shall interpret and enforce the Dress Code. Non-compliance with the above-described Dress Code may result in loss of golf privileges.
Section 13. Panther Creek Country Club will follow and enforce all rules of golf as outlined by the USGA.
Section 14. The participants for the Capitol Cup will be determined by a qualifying tournament. Two dates, one Saturday and one Sunday, would be selected and announced as part of the golf schedule. The two dates will be at least two weeks apart. One half of the field will be determined based upon the Saturday qualifier and one half from the Sunday qualifier. During each qualifier, all scores will be based on net scores. Players not in the low 36 after the first qualifier may play in the second qualifier An alternate pool of 20 golfers would be established based on the ten (10) lowest net scores from each of the two qualifiers. The pool would be ranked based upon a random drawing of names. (8/20/03)
Section 15. Panther Creek Country Club will follow the pace of play guidelines as developed by the Gateway Section of the PGA of America and modified for course conditions at PCCC.
Section 16. Manual or electric pull carts are not permitted on the golf course. (4/21/05)
Section 17. A permanent position will be held for the President of the Board of Governors in the annual Member-Guest Tournament.
Part IV.
Care Of The Golf Course
Section 1. The head Golf Professional and the Golf Course
Superintendent shall determine the course conditions under which golf carts may be operated. General golf cart use shall be as follows:
Golf carts must have all four (4) wheels on the cart paths around tees and greens. Special care must also be taken on curves, corners and slopes.
No hand or pull carts will be permitted at any time.
Any damage caused to a home or homeowner's landscaping shall be immediately reported to the homeowner and Club Pro. Any member who does not report this damage shall be subject to suspension, reprimand and expulsion as provided above in Article XIV of the Bylaws. Members and guests should respect private property boundaries. There shall be no trespassing onto private property.
Section 2. All trees planted on the golf course must conform to the established “Tree Plan” for the Club and may be planted upon the decision of the Grounds Superintendent. Trees and bushes that are not included in the established “Tree Plan” for the Club should be reviewed by the Grounds Superintendent who will make a
recommendation to the Board of Governors as to the planting of said trees/bushes.
Section 3. For Club property that is marked out of bounds between private lot lines and water edges on the ponds, the Club will allow the landowner to maintain such land in a way that is consistent with adjacent property. It can include seeding, sodding and/or irrigation. Any other planting or landscaping must have the approval of the Building and Grounds Committee. The Club is not giving up its rights to the property but recognizes that the land owners will
